What could have caused this reddish blister on my baby's hand that has tiny bubbles inside it?

I noticed a welt/blister developed on my baby's left hand two days ago. Originally I thought it was a mosquito bite but it has not yet disappeared. And tiny bubbles or bumps began to form inside this blister. Is it viral? Is it an insect bite? Should I go to the dermatologist or allergist?
